The City of Middletown is a recipient of a CDBG COVID-19 response grant (CDBG-CV) in accordance with the Coronavirus Aid, Relief and Economic Security Act (CARES Act), Public Law 116-136 to respond to the growing effects of the current public health crisis. The City of Middletown Office of Economic and Community Development (OECD) submitted a final 2019 Action Plan Component to the 2015-2019 Five-Year Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) June 18, 2019. A public comment period was undertaken from October 1, 2018 through October 31, 2018. Two public hearings were held September 17, 2018 and November 1, 2018.

An amendment to accept CDBG-CV1 funds was submitted on May 8, 2020. A public hearing was held on May 5, 2020 and a comment period was held beginning May 1, 2020 and ending May 5, 2020. An additional amendment was undertaken in June 2021 to accept a final round of CDBG-CV3 funding.

At this time, The City of Middletown is submitting a substantial amendment to the approved 2019 Action Plan to address the following program changes:

- Amend the Action Plan budget/project to re-allocate funds to for the GMIC Warming Station and Sanitation projects

The City of Middletown Office of Economic and Community Development (OECD) submitted a final 2014 Action Plan Component to the 2010-2014 Five-Year Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) June 2, 2014. A public comment period was undertaken from October 2 through October 31, 2013. Two public hearings were held August 2, 2013 and November 1, 2013.

At this time, The City of Middletown is submitting a substantial amendment to the approved 2014 Action Plan to address the following program changes:

Amend the Action Plan budget/project allocation to include recreational services for Erie Way Park.

The public hearing will be held on June 7, 2021 at 4:00 pm.

The Middletown Community Development Agency’s purpose is to plan and implement programs involving the rehabilitation and revitalization of both the residential and commercial sectors of the City of Middletown, foster economic growth, provide assistance to public service organizations, eliminate blight, promoted neighborhood stabilization, and improve housing opportunities for low- and moderate-income residents of the City of Middletown.

The Middletown Community Development Agency will implement its mission by undertaking initiatives principally geared toward the elimination of blighted and deteriorated conditions existing among the City’s residential and commercial properties. The Middletown Community Development Agency will acquire blighted properties, provide resources for rehabilitation of acquired properties, and will create financing mechanisms to allow for the acquisition of rehabilitated properties for homeownership by low- and moderate-income residents.
